New Bilingual Common Core Initiative Resources on

Aligned to the Common Core Learning Standards, the Bilingual Common Core Initiative’s primary objective is the development of ESL and Native Language Arts standards. As a result, SED has embarked on the development of New Language Arts and Home Language Arts progressions for each Common Core Learning Standard at the different grade levels. For purposes of clarification and understanding the on-going effort (and approach) of SED, the relevant documents have been posted at the following link:

Samples have been placed on-line for public review and comment. Public comments will be accepted until January 25, 2013.  Comments may be provided via survey at: link or emailed to BCCPROG@MAIL.NYSED.GOV.


Annual Measurable Achievement Objectives (AMAO) are set for English language learners on a yearly basis.  Districts are evaluated and rated each year, based on the ability to meet these objectives, which is based on the performance of their students. Each district must submit a report detailing the extent to which these objectives have been met. The form required to complete this year’s AMAO reports have been posted on our website for districts to complete and can be found at  The completed forms are due February 1, 2013. 

LEP/ELL and the Diagnostic Tool

The Diagnostic Tool for School and District Effectiveness (DTSDE) has broadened its scope to include targeted review materials for English Language Learners (ELL) aligned to the Limited English Proficient (LEP)/ELL Program Evaluation Toolkit (PET).  Details on the LEP/ELL PET Procedural Manual/Self Assessment Instrument can be found at:

Title I Resources


Information related to funds allocated to LEAs for Title I Priority and Focus Schools has been posted to the P-12 website.  These funds are allocated to meet the progress goals in the DCIP/SCEP and thereby improve student performance.  Information can be found at:  Applications must be postmarked by February 15, 2013.

Only Title I Focus Districts are eligible to apply for this grant. Non-Title I Focus Districts and Focus or Priority Charter Schools are not eligible for this grant.

2013-16 McKinney-Vento Grant

The application for the competitive three-year grant is now available.  The purpose of the McKinney-Vento funding is to facilitate the enrollment, attendance, and success in school of students in temporary housing. The due date is February 22, 2013.  Information can be found at:

Arts in Education

In order to assist LEAs with the implementation of supplemental activities through the arts, which are allowable under Title I, the Department has provided field guidance and strategies to promote student progress in core subject areas such as ELA, math, and science.  The field guidance can be found at:

NYS Technical and Educational Assistance Center for Homeless Students (NYS-TEACHS) will offer a broad range of information about students in temporary housing during its Spring 2013 webinar series.  A list of the upcoming webinars can be found at: link

Preschool Children

The US Department of Education shared guidance to provide clarity regarding how Title I, Part A funds can be used to implement high-quality preschool programs.  Please refer to the non-regulatory guidance document at: link
