 July Focus District Training

The Office of Accountability will host a two-day Introduction to the DTSDE informational session in Albany, NY on July 22 and July 23. Principals of all schools scheduled to be reviewed in 2014-2015 are expected to attend.  In addition, District personnel new to the DTSDE are encouraged to attend. The August Network Team Institute (NTI) will be specifically designed for school-based teams (principals, teachers, district leaders, and superintendents) from Focus Districts.  The event will occur August 5-8, 2014 at the Cultural Education Center in Albany. 2014-15 Title I Preliminary Allocations

The preliminary allocations for Title I, Parts A and D, have been posted. These allocations are based on the final eligible child count numbers that will be used to compute the final allocations later in the year.

The final 2014-15 allocation figures, usually available by the close of the calendar year, can differ from the figures posted below due mainly to revised data received from Charter School LEAs, plus the incorporation of the reallocated monies from prior year’s unspent funds. While most of the resulting changes occur in the allocations for the LEAs that “send” their residents to a charter school, sometimes there are also minute changes in the allocations for other LEAs.

USDE/New York Rural Education Achievement Program (REAP) - SRSA-Draw Downs

New York State districts/LEAs that have received a REAP SRSA grant award in either or both fiscal years (FY) of 2012 and 2013 and have unspent balance(s) remaining for each grant should review the information below from USDE/REAPSEA, including the SRSA Spreadsheet(s). NYS districts/LEAs that have remaining FY 2012 balances need to obligate those grant monies by September 30, 2014 and liquidate all obligated funds by December 30, 2014. For the FY 2013 SRSA grant awards, grantees need to obligate award funds by September 30, 2015 and liquidate those obligated funds by December 30, 2015.

Computation of an Imputed Eligible Child Count (ECC) for Charter School LEA’sOn September 23, 2013, the United States Department of Education (USDE) released official guidance instructing states on how to comply with Section 5206 of the Elementary and Secondary Education Act (ESEA) regarding methodologies to address enrollment changes in Charter School Local Educational Agencies (LEAs) that are providing instruction for the first time or have significantly expanded their enrollment over the previous year.  Federal regulations instruct the State Education Agencies (SEAs) to establish criterion to identify Charter School LEAs that have experienced “Significant Expansion.”

Pursuant to this new guidance, the New York State Education Department (NYSED or “the Department”) will define “significant expansion” as follows: Any Charter School LEA that experienced an increase in enrollment equivalent to one grade’s worth, or an increase of fifteen percent or greater.  Those Charter School LEAs that meet this criterion are eligible to have their Base Year Hold Harmless level adjusted upward to reflect the current year’s poverty counts, provided that the adjustment increases their Base Year Hold-Harmless amount over the original calculation.

The USDE guidance provides several exemplars on how this new guidance may affect a Charter School LEA’s Title I allocation.  A simplified exemplar chart that presents the basic steps in the re-computation of the eligible Charter School LEAs is available at:

2014-15 Consolidated Application Update

The Consolidated Application Update process is designed to reflect requirements identified in the Elementary and Secondary Education Act (ESEA) and the ESEA Flexibility waiver, which was approved in May 2012. These requirements will assist Local Educational Agencies (LEAs) and Charter School LEAs to implement programs to meet the instructional needs of all students. All LEAs/Charter School LEAs are required to submit a 2013-14 Consolidated Application Update along with an FS-10 for each program for which funds are requested. The deadline for submission of the 2014-15 Consolidated Application is August 31, 2014.

2014-15  DCIP and SCEP Templates Webinar and Q&A

On May 13, 2014 at 1:30 pm the Title I School and Community Services Office hosted the first of three technical assistance webinars to assist district and school leaders responsible for completing the 2014 -15 DCIP and SCEP templates. This webinar provided technical assistance and a demonstration of how to complete the 2014-15 DCIP and SCEP templates.

LEAs that are identified as Focus Districts are required to complete the District Comprehensive Improvement Plan (DCIP) and schools identified as Priority or Focus Schools are required to complete the School Comprehensive Education Plan (SCEP). The SCEPs must be submitted with the DCIP and are due no later than July 31, 2014.

DTSDE Institute and Professional Learning Community (PLC) Training Sessions

The Office of Accountability expresses its appreciation to all participants and presenters who attended the Diagnostic Tool for School and District Effectiveness (DTSDE) Institute and Professional Learning Community (PLC) training sessions on May 8-9, 2014.

During the May 8-9, 2014 training sessions, the Office of Accountability partnered with several Reward Schools/Districts during the DTSDE and PLC sessions. The Reward Schools showcased their best practices as well as how these practices may be able to support Focus and Priority School Principals in utilizing the Resource Guide and the DTSDE Rubric (2.0) as tools to reflect on their school practices.

One showcase of best practices included a Practitioner’s Perspective presented by the Superintendent of Cobleskill-Richmondville Central School District on the use of strategies to drive district improvement through the DTSDE Process.

The next DTSDE, PLC and Certification training session will be held on July 22-23, 2014 at the Empire State Plaza Convention Center in Albany, NY. The Institute will be specifically designed for principals of schools scheduled to be reviewed in the 2014-15 school year, along with those new to the DTSDE. Registration will be open from June 24 to July 3.

DTSDE Integrated Intervention Team 2014-15 Reviews

All superintendents of Focus and Priority Schools should have received notification of the DTSDE Integrated Intervention Team (IIT) review dates in their district for the 2014-2015 school year.

Survey Requirement for IIT Reviews Scheduled Through June

All schools visited by the IIT from January to June of 2014 are required to conduct student and teacher surveys.  Schools have the option of administering a parent survey as well. The results from these surveys must be submitted as part of the pre-review documents prior to a visit.  Schools that administered surveys within 12 months of the date of the visit do not need to administer additional surveys.

Guidance for School Districts Required to Submit Plans for "Out of Time" Schools

Based on Commissioner’s Regulations, districts with “Out of Time” schools identified during the 2014-2015 school year and did not receive an extension to continue implementation of their current improvement plans, must choose one of six options for implementation.

Mckinney-Vento Summer School Information

The McKinney-Vento Homeless Assistance Act (42 USC §11431 et seq., “McKinney-Vento”) applies to students in a wide range of temporary living situations.

Students who are protected by McKinney-Vento are entitled to immediate enrollment in their school of origin or their local school. Students in temporary housing have important rights related to summer school. All students who experience homelessness and are required to attend summer school to advance to the next grade or graduate on time with their peers must be provided the opportunity to do so.

Registration of New Public SchoolsDuring the June 23 and 24, 2014 meeting, the Board of Regents will vote to approve the registration of 30 new public elementary, intermediate, and high schools scheduled to open in beginning of the 2014-15 school year.
