Diagnostic Tool for School and District Effectiveness Professional Learning Community and Certification Programs

The Office of Accountability is accepting applications from Focus Districts to participate in

the Diagnostic Tool for School and District Effectiveness (DTSDE) Professional Learning Community and the DTSDE Certification Program, two new initiatives designed to build the capacity of staff from Focus Districts in the DTSDE review process. The deadline for applying for the DTSDE Professional Learning Community program is December 9, 2013, and the deadline for applying for the DTSDE Certification program is November 27, 2013.

The DTSDE Professional Learning Community (PLC) is an opportunity for interested districts with Priority, Focus, or Reward Schools to participate in a learning environment where specific concepts aligned to the DTSDE rubric will be explored in a collaborative forum.

The PLC will provide participating districts with the opportunity to engage in a rich learning experience and exchange with other districts, national and state experts, as well as organizations dedicated to education reform and innovation that will support the district's implementation of key district-wide turnaround goals and initiatives.

The DTSDE Certification Program is designed to build the expertise and capacity of staff within Focus Districts to conduct the DTSDE review process. Selected candidates will participate in monthly professional development during the 2013-2014 school year that will engage the participants in school visits to closely examine a discreet DTSDE protocol, sub-statement of practice, or Tenet.

Math Double Testing and Request for Waiver Comment

At their October 2013 meeting, the Board of Regents directed the Department to submit a request to the United States Department of Education (USDE) to waive provisions of the Elementary and Secondary Education Act (ESEA) that require states to measure the achievement of standards in mathematics using the same assessments for all students. If granted, the waiver will relieve students, teachers, and schools from having to prepare students in grade 7 and 8 who are receiving instruction that will result in them taking a Regents Examination in mathematics from also taking the NYS Common Core Mathematics Test for the grade in which they are enrolled.

Fall 2013 Annual Survey of Children in Local Institutions for Neglected or Delinquent Children or Children in Correctional Institutions To Be Used for Distributing Funds in FY 2014-15

The purpose of the Annual Survey of Children is to provide the U.S. Department of Education and the New York State Education Department with current information on the location and number of children living in institutions for neglected or delinquent children or in correctional institutions.

The information will be used to compute the 2014-2015 Title I, Part D Neglected or Delinquent allocations for school districts so that eligible children in the institutions can be provided Title I-funded educational services.

Institutions must complete this survey by December 6, 2013 for their eligible children to receive Title I, Part D, funded educational services during the 2014-2015 school year.

DTSDE Regents Item

After a full year of implementation and with feedback from school and district staff, the Department has moved forward in revising and refining both the DTSDE process and rubric. The DTSDE rubric has been revised to be more intuitive for reviewers and school communities.

Requirements for Identifying Students with Limited English Proficiency - NYSITELL

In October, the Board of Regents discussed an amendment to Commissioner’s Regulations that would require a new test, the New York State Identification Test for English Language Learners (NYSITELL), be used for purposes of identifying pupils with limited English proficiency. Specifically, the proposed amendment provides that "pupils with limited English proficiency" shall include pupils who by reason of foreign birth or ancestry, speak a language other than English and score below a State designated level of proficiency on the Language Assessment Battery-Revised (LAB-R) prior to February 1, 2014, or on the NYSITELL commencing February 1, 2014 and thereafter, or on the New York State English as a Second Language Achievement Test (NYSESLAT). A Notice of Proposed Rule Making was published in the State Register on November 6, 2013, with the expectation that the Regents will act upon the proposed regulation at their January 2014 meeting.

SED Approves Public School Choice Corrective Action Plan for Buffalo Public Schools

On May 29, 2013 the New York State Education Department (NYSED) informed the Buffalo Public Schools that it had failed to offer students who attend Title I Priority and Focus Schools Public School Choice (PSC) as required by ยง120.3 of the Commissioner's regulations. Consequently, BPS submitted a Corrective Action Plan (CAP) to the Department on September 27, 2013, which was approved by the Department on November 6, 2013.
