Project Purpose

Section 1003 of the Elementary and Secondary Education Act (ESEA) requires that State Education Agencies allocate funds to Local Education Agencies (LEAs) for Priority and Focus Schools to meet the progress goals in their District Comprehensive Improvement Plan and School Comprehensive Education Plan(s) (DCIP/SCEP) and thereby improve student performance.


The following districts/schools are eligible for 2017-2018 Section 1003 Basic School Improvement funding:

  • Title I Focus Districts
  • Priority Schools
  • Focus Schools
  • LAP Schools

The list of identified districts and schools that are eligible to generate funding is available online at: School and District Accountability Designation Reports.

The following districts/schools are not eligible for 2017-2018 Section 1003 Basic School Improvement funding:

  • Districts in Good Standing with no identified Priority, Focus, or LAP schools;
  • Any school in Good Standing;
  • Any school receiving a 1003(g) School Improvement Grant (SIG);
  • Any school receiving a Title I Socioeconomic Integration Pilot Program (SIPP) grant;
  • Any school receiving a Receivership Grant;
  • Focus or Priority Charter Schools.


Title I Focus Districts identified for 2017-18 will receive the following allocation(s):

  • Title I Focus District: $50,000 per district
  • Priority School: $75,000 per school
  • Focus School: $50,000 per school
  • LAP School: $20,000 per school

Title I Districts in Good Standing with LAP Schools are eligible to apply for a LAP School allocation, but are not eligible for a district allocation.  Each Local Assistance Plan School identified for 2017-18 will receive the following allocation:

  • LAP School: $20,000 per school

Submission Instructions

  • LEAs are NOT REQUIRED to send hard copies of general application materials.
  • LEAs are ONLY required to send signed originals and two hard copies of each FS-10.

Application Deadline

September 15, 2017 

Deadline for the completed application - "2017-18 Title I School Improvement Grant 1003 Basic" - is September 15, 2017.  The Business Portal will close at midnight of this date. Signed Budget documents must be post-marked by no later than September 15, 2017.
