2011 Phase II Charter School Full Application
The State Education Department is conducting the formal review of 36 charter school full applications. The 2011 Board of Regents charter school application cycle began on January 31, 2011, with the submission of eighty charter school prospectus applications. At the conclusion of Phase 1 prospectus review (February 28, 2011), 37 applicants were invited to advance to Phase 2 of the cycle. On March 31, 2011, 36 Phase 2 full applications were submitted (the lead applicant for the proposed Global Sciences Charter School withdrew from the process and did not submit a full application).
The submissions are diverse in geographic location and school level, with a concentration in New York City and on high school level programs. Several applications were submitted as a network approach, in which the applicants replicate key school design and governance features in multiple individual school applications. The result is the submission of a total of 36 individual applications but 30 unique applications.

The full applications are presently under review by panels of expert peer reviewers. In its final phases, the process will include face-to-face interviews between NYSED senior managers and proposed school founding board members, as well as the review of formal and informal public comment. Department staff expects to make recommendations to the Board of Regents for action at the September 2011 meeting. Schools that are authorized in this review cycle may open in September 2012.
