- Annual Registration - The annual American Printing House for the Blind census program is administered by the New York State Resource Center located in Batavia, New York. The form and instructions for the annual census of NEW students who are legally blind are now available.
- Policy Memorandum - The Board of Regents has approved for permanent adoption the amendment of sections 200.3 and 200.5 of the Regulations of the Commissioner of Education. The amendment conforms State regulations to Chapter 213 of the Laws of 2013 relating to the additional parent member of a committee on preschool special education and became effective December 4, 2013.

Policy Guidance -The New York State Education Department has issued clarification regarding an amendment to Title 10 (Department of Health) Regulations entitled, “Prevention of Influenza Transmission by Healthcare and Residential Facility and Agency Personnel,” effective July 31, 2013 as it relates to approved special education preschool and school-age programs.
Public Comment - The New York State Education Department’s P-12: Office of Special Education is seeking public comment on the proposed amendment of sections 200.1, 200.5 and 200.16 of the Regulations of the Commissioner of Education relating to special education impartial hearings. Written comments on the proposed amendment must be submitted on or before December 23, 2013.
Applications - The New York State Education Department’s P-12: Office of Special Education recently revised the applications and related materials necessary for Department approval of private preschool and school-age special education programs. All agencies applying for State approval to operate a preschool or school-age program must use these revised applications.
Policy Memorandum - Effective July 31, 2013, section 4410 of New York State Education Law was been amended by Chapter 213 of the Laws of 2013 relating to committee on preschool special education (CPSE) membership and the parent member of the committee.
Forms and Notices - The New York State Education Department has updated the State required Prior Written Notice form to reflect recent changes to the Regulations of the Commissioner of Education related to the Skills and Achievement Commencement Credential and the New York State Career Development and Occupational Studies Commencement Credential.
Policy Memorandum - A memorandum providing information on a revised “private placement certification” process to be used by school districts to meet their reporting requirements whenever the district is seeking approval for State reimbursement of tuition costs for placement of a student with a disability in an approved in-State or out-of-State day or residential school program is now available.
Policy Memorandum - A memorandum which includes further information and sample forms regarding the amendment to section 200.5(b) of the Regulations of the Commissioner of Education which aligns State regulations to 34 Code of Federal Regulations section 300.154(d) and (e) relating to students with disabilities who are covered by public benefits or insurance and students who are covered by private insurance is now available.
Memorandum - A memorandum which outlines expectations relating to the performance of an immediate protections safety assessment and request for each residential school to provide contact information for outside of the regular school day is now available.
Policy Memorandum - The New York State Board of Regents has approved regulations that establish an important new exiting credential for students with disabilities. Beginning with the 2013-14 school year and thereafter, students with disabilities will be able to earn a New York State (NYS) Career Development and Occupational Studies (CDOS) Commencement Credential. This credential will recognize each individual student’s preparation and skills for post-school employment.
Memorandum - A memorandum relating to Chapter 501 of the Laws of 2012 (“Protection of People with Special Needs Act”) including the Code of Conduct for Custodians and Notice to Mandated Reporters for approved residential schools is now available. Chapter 501 of the Laws of 2012 is effective on June 30, 2013.
